I'm looking at going to europe in february and would like somewhere with snow and not just hail and rain like england.

you may find some snow but you will definitely find cold weather and possible rain too. its a mixture of different things any given day.

The averages in February are -9 to -12 C., with snow. The only problem is that it tends to be cloudy and gloomy at that time of year.

Prague is freezing in February, you will get snow, ice, etc.

If you like snuggling up in cozy little coffee shops and funky bars - it's a great place. Its full of history, music and people.

The same kind of weather as in NYC at the same period.
If you wanna have snow, go to Scandinavia: Norway, Sweden and Finland.

I expect it is probably pretty cold at that time of the year, even colder than England in february!
