Because the people that show up have to get paid more and they don't have enough in Stock & Bonds to pay ALL the roster so people who come out up to twice or three times or have MAIN EVENT matches get paid more than others who stay in the locker room. HEAT has all the people like Shelton Benjamin, Val Venis and others who are not MAIN EVENT MATERIAL or something like that.

Part of it is to keep them out of circulation and away from competing promotions like ECW, and the other is that McMahon, for all his bizarre traits and egotism, actually is pretty good to most of the male wrestlers and will keep them on even when they're past their prime. They'll also allow wrestlers to take long leaves for personal or health reasons and then come back. Some are also just regional draws or sort of 'bush league' and not really a big national star.

That said, the female wrestlers are nearly all leaving.

There is a certain combination of charisma and how well they come across on television that is factored in there. Most of the wrestlers are under development. If they can catch on through both wrestling talent and charisma, i.e. how well they have mike skills then they can get a push on television. A few... if they are pretty to look at also get a push. Those on television have been formula'd and cleansed through the WWE washout process so they are supposedly the very best.

Because they use wrestlers in different arenas. You won't see the same wrestlers at every venue, as they have venues at least once a week in certain places throughout the country and world. Which means that they need wrestlers for certain venues that won't be able to make other venues because of time constraints.

Also, they have a ton of no-name wrestlers in each area that are used to wrestle when big names can't make it, or they don't want a big name to get hurt by fighting another big name before a big match.

Because of the time restraints. There's no way you can see 108 people wrestle in a two-hour time frame.

That's also why they travel so much. If they don't get the TV time you can see them in person.
