Go to a rodeo, they're fun and entertaining to watch, and they don't really cost that much if your note drinking. Or a drag show, those things are really interesting.

tell your best friend to through you a lock in/ invite all your friends, and tell them its byoa (bring your own alcohol, just in case you didnt know) you can have in the comfort of your own living room. everyone drops there keys at the door, hang out, catch up, and let loose, everyone can drink because no one will be driving, its what i did for my 22nd bday and we had a blast
