Our constitution says that a member must be paid 2 meetings prior to be able to vote. We need to have officer re-elections at the second meeting and I was wondering if a motion can be made to bypass this rule for once.

It depends on the underlying rules the constitution is based on.

Generally, if the are no higher legal requirements, and the constitution does not specifically address the issue, than a vote to bypass can be sufficient.
