Atlanta is a fabulous city for young black women. Jobs are available, there is a ton of entertainment, and there are great colleges all around.
Having lived here for a decade after living my whole life in NY, I have found this to be an awesome place to live. The weather is terrific. The people are extraordinarily friendly (if you don't want to know your neighbor, this is not the place to live). There is so much to do. The sports events are great. Employ-ability and upward mobility seem to still be thriving. Travel to any destination from the Atlanta airport is cheap and easy- and often a direct flight!

Any place can be good or bad.
It's the person who moves there that makes the difference.
1. Pick a climate. Hot and wet? South. Cool and damp? Northern Cal to Washington state. Below 0 in winter? New England to Idaho.
2. Pick an occupation/industry. Is it an important part of the city's economic base? If not, then it's not likely to be good for you.
3. Are you young and like nightlife? Are you older and want a calmer social atmosphere?
4. Do you like the big city life or suburban or rural?
5. You need to talk to someone you trust and can offer you the sage advice that you won't get here. You can't provide the details and we don't know you're likes and dislikes.

Where are you moving from??? I live in Fredericksburg, VA and it is very nice here. They are building houses like crazy down here and it is not that bad in price range.
Also, there is Woodbridge, VA, Stafford, VA. It all depends on what type of house you are looking for and how much you can afford.
Woodbridge has gone up in the cost of living. Then again, so is every other county in Virginia.

I think regardless of your sex and race, the following are important....in no particular order
Plentiful/ growing job market
Decent weather, or weather acceptable to you
Relatively affordable housing.
If you aren't married, a large pool of potential people that meet your criteria

New York city ,I hear, is good for singles. It is also good to move northeastish (anywehere where the worst possible thing is only flooding or blizzards) they're good if you don't have that great insurance.
