First you need to translate the statements into math.
Let k be the number of T-shirts sold by Kim.
Let e be the number of T-shirts sold by Elaine.

Do we have a statement that relates the number of shirts sold by each girl? Yes we do, Elaine sold twice as many
So we have e=2k
How many shirst were sold all together? 27 so
e+k=27

Now all you have to do is substitute in for one of the values to find how many 1 of the girls sold. From there the rest is easy. I will leave you to do the math.

2x = shirts sold my elaine

2x + x = 27
3x = 27
x = 9
