I've personally walked through snow in shorts and sandals.

Thus, I find weirder the person walking along the beach in winter attire.

My uncle has actually done both a few times to see what people would say except it was only like 95 degrees out so I don't find either weird because I'm used to it.

I've actually seen the 2nd one here in Chicago in the dead of winter. One couple even had the audacity to bring their baby out in nothing but a diaper when they themselves had on coats and hats!
