Hills, inclines, etc...
Basically, just a safety precaution because you know what would happen if they didn't...? At the 1st mishap, there'd be more lawyers than you could shake a stick at...! And everyone would be moaning: "They should've seen this coming... They should've had a safety feature built in... like... brakes..! Yeah, that's it! Brakes! Hey, let's get them on the phone...!"
