The scientists have yet to figure that out ahead of time, however the seismograph tells them of the size of every earth quake at the time even ones we did not feel. They know the conditions of when it may happen but can not pin point it. It is true that just before one happens animals do act differently.
Hopefully someday scientists will be able to find away so people can evacuate ahead of time so not as many people get hurt or die from it.

I think animal behavior is a good way to tell. When I was growing up in Southern California, back in 1986 there was an earthquake. The neighbor's dog was acting strangely just before.
You still need these scientific techniques too because although the animals know beforehand it's too late by then to get prepared.

Observation of Animal Behavior especially the reseach pioneered in China has proven to be the most accurate method off forecasting equakes.

For example, the Chinese began to systematically study unusual animal behavior in December 1974 and successfully predicteded the Haicheng earthquake of February 1975.

Some of the indicators were the unusual animal behavior that intensified in Jan. including snakes in hibernation leaving their holes; atpical behavior in cows, horses, dogs and pigs.

On Feb 4, 1975 an earthquake of the magnitue of 7.3 struck in Haicheng County.

I would watch the activity on a seismograph. A seismograph graphs the activity of the plate movement
