Because a time machine has not been invented yet.
If one ever is, then it is unlikely that it could ever be used to travel back further than the day it was invented. For example, if one is invented tomorrow then people in the future could use it to travel back, but never further than September 8th 2006.
So - the minute we invent a time machine, we should start seeing time travellers from the future!

Well, all you have to do is recall that anything changed in the past could have dire consequences on what occcurs in the future. therefore, if time travel has been invented in the future, those people would know better than to travel back in time, as they might do something that leads to their ultimate destruction - either by affecting their parents, or by affecting the discovery of the ability to time travel.....

Roger that. That is the best argument that it is impossible to build a time machine. ...or at least a not-overly-expensive one, for if it were not too expensive, there would over the entire future be millions of time-travelling people, some who would have provided evidence to us that they are from the future (e.g., via any trincket technology to them, which to us would be utterly magnificent).

The future isn't traveling to us because they have already learned that you should not live in the past!
