You probably received a phishing email - it would have directed you to click on a link that would show a page that LOOKS like PayPal, but is actually a site designed to steal your password and user information.

If you clicked the link and filled out the form, start contacting your credit card companies, banks, and credit rating agencies, because your ID is about to be stolen.

could be that they think it's been hacked.
