An electron moves randomly round the nucleus. Its because of this that scientists map them by placing patches on diagrams of possible places they could move to. So, according to the diagrams the electrons are pretty much anywhere within the atom. Therefore the electrons are said to be everywhere, because they can be.

Electrons orbit around the nucleus of an atom in shells.
You can only guess where an electron will be.
Quantum theory says an electron can be found anywhere around the nucleus. Same goes for a blade on a ceiling fan. It orbits around the center of the fan. The blade doesn't go flying off because it is held in place just like an electron is held in place in it's shell by electrical charge.
This analogy is very basic because there are many differences between a fan and moving electrons. It's like the analogy of an atom being like the solar system. Very basic but not entirely accurate. For one, the electrons in an atom can move in any direction and change direction randomly. The electrons in different shells can move in different directions. But as far as electrons moving around the nucleus it is similar to blades of a fan. But the question is "in what ways" is a moving electron like blades of a fan. And the ways are that the electrons revolve around the nucleus and they are held in place.

turn the fan on and you'll see. the blades take up space but unless you freeze the process you can't tell exactly where they are
