Depends what you want to see/do. Scandinavian cities are interesting and the culture is quite different to that of the UK. I wouldn't recommend France, people seemed a bit stuck up each time I went there. Apart from in the South! Yeah Rome's good, lots to see and do, and lots of shopping! I've never been to Barcelona but everyone I've met who's been there really enjoyed themselves. I don't know what you are looking for but if I had the choice, I'd go back to Helsinki. I'm off to Amsterdam in a couple of weeks, join me if you like!!

Istanbul. Only Rome, Athens and Jerusalem in all the world have anywhere near its history.

It's got a much more beautiful natural setting than any of them. 2/3 in Europe, 1/3 in Asia, two bridges and ferries to cross between them.
All the shipping from the Black Sea (Russian Navy, Ukraine, Romania, Bulgaria, Georgia) to the Aegean, Med and the oceans passes under your nose.

Fantastic architecture; Roman catacombs you can ride through in boats, world's oldest church (Santa Sophia) with 4th century mosaics, world's most beautiful mosque (maybe) (Sultan Ahmet - Blue Mosque), world's second biggest mosque (Sulmaniye - Solomon the Great's), Topkapi Palace of the Sultans with harem area, medieval walls...

World's biggest covered market: cheap gold, jewelry.

Great food and nightlife - most western-friendly city in the Muslim world, but feels more Oriental than Delhi, Lahore or Tehran for example. Brilliant Turkish music, both traditional and modern (fused with house, Afro etc.) Something else I daren't mention!

Very cosmopolitan - people from everywhere. Still has Jewish, Armenian and Greek communities. Still the home of Patriarch of Eastern Orthodox Church after 553 years of Islamic rule.

Former names: Byzantium, Constantinople. Took over from Rome as capital of Roman Empire and later had its own Byzantine Empire.

People are deep, straight and true (in general) while maybe a bit melancholy like all Turks - but that's what makes their music so great!

Go there at Christmas and it might just snow!

Other cities - Paris, Barcelona, Amsterdam, Florence, Venice, Naples, Prague, first level in my experience, Granada, Madrid, Avignon, Rome, Milan, Dublin, Edinburgh, London, Bruges, Ghent, Antwerp, any smallish Dutch town e.g. Maastricht, Cologne/Bonn, Strasbourg, Luxembourg, Vienna, Salzburg, Ljubljana, Athens second level (I used to be a tour bus driver).
Not been to but recommended: Lisbon, Belfast, Reykjavik, Berlin, Copenhagen, Stockholm, St.Petersburg, Krakow, Budapest, Dubrovnik, Sarajevo, Mostar (Bosnia), Kiyev, Riga, Tallinn.

Rome!!!
Its full of history and beauty. You don't need to be a history buff to enjoy it.
The food is fantastic and there is a good nightlife. The people are friendly, they all sepak english and you can get cheap flights without any bother.
Win Win situation!!!!

Barcelona is intereresting for the Gaudi buildings
Oslo is interesting in winter with incredible snow (and incredible prices)
Paris is interesting for all its wonderful sites
Edinburgh is interesting with all its castle and historical venues
Brussels was not very interesting - sorry Brussels (I might go back and change my mind)
Milan was interesting especially the Domo
