No, it's to help them slide easier without being too slippery. There are little rubber feet on the bottom of walkers but those make it impossible to push the walker across a rug or some other resistent surface.
With tennis balls you can scooch it across a rug without needing a lot of force (and ending up flat on your face) but it's still not going to slip on wet surfaces.

The put the tennis balls on the walkers so that they can slide the walker instead of having to pick the walker up for each step they take.

They provide a non-slip surface for the ends of walkers that are cheap and easily replaced. Because they have a round bottom, it is easier to move the walker forward at the angle needed whereas the flat bottomed rubber stoppers that originally came on the walker proves more difficult.
