It is four wheel Drive that can go down to two. I think it is my front brakes.

brakes? well "brakes" is a component of a car, not a part. it composes of several things. a good 99 chevy brake service would include the following: new rotors, pads, brakes bled.

rotors: roughly 100 for a good pair, pads roughly 40 for a good pair. bleeding is up to your mechanic, the fluid itself is cheap but the labor is kind of a pain

edit: "cheap", meaning about a dollar

Delcos will probably be $30 for 2 axels (if you install them yourself) Midas has a special $180 PER AXEL. Sounds like you should install them yourself.
