There are a couple of definitions. While a social conservative is concerned about social issues such as gay marriage or other moral issues, a culture conservative is a little harder to define.

Some define a culture conservative as someone who is concerned with a nation's culture, especially in the face of mass immigration and radical change. They are concerned with the preservation of a nation's heritage or culture. Pat Buchanan may be said to be one. In his latest book, The Death of the West, he laments the loss of of western culture in the face of mass immigration from countries and other cultures whose values are incompatible with western civilization, and argues that they will not carry on its traditions.

On the other hand, a culture conservative is also a person who argues against moral relativism. Such a person would be Allan Bloom, whose book, The Closing of the American Mind, attacked the idea that there is no absolute right or wrong and that everything is relative.

Culture conservatives sometimes, but not always, believe that cultural norms evolve, or adapt, over time to suit a particular community, and therefore should not just be thrown out on a whim, and also that cultural norms for one community aren't necessarily compatible with another.

It seems contradictory to the idae that there is an absolute morality, but these terms are constantly evolving.

And just to make it wosre, others consider social conservatism to be a subset of culture conservatism.

Culture and society are generally considered equivalent, so cultural and social issues would be the same, unless you have specific definitions of those terms other than their common usage.

Penphonestaple is correct -- the big divide in the the conservative movement is between economic issues and social issues.

Fiscal conservatives want sensible spending, low taxes, and small federal government. They prefer to address their social issues at the state level, or through persuasion.

Neo-conservatives tend to want more federal spending. They see the advantages of a large centralized federal government as a way to advance their social agenda on a national scale.
