For example is it Grammatically correct to say that - "there are lesser number of lights in this room"

No no no! Why are you makng this so difficult?
"There are fewer lights in this room."

The rule is:
Use "less" for things you can't count; use "fewer" for things that can be counted.
Less oil, fewer calories.
Less traffic, fewer cars.
Less paperwork, fewer forms.
