There is a book called "The Best Sign" by Bonnie Highsmith Taylor published by Perfection Learning. It is an Accelerated Reader level 1.6, which may be too low, but I'm in Special Ed, too.

There is 7-volume series written by Kate Chester, entitled Hear No Evil, that has a a young deaf teenager/adult as the central character in each book. I remember reading them when I was around ten or eleven. The plot of each book resolves around Sara(who is deaf) and some sort of crime/mystery that she gets wrapped up in.
