A black hole doesn't really "do" anything. It's a way that space can be shaped, a solution to the gravitational field equations of General Relativity. In a vacuum, a black hole will happily sit there and do nothing.

The formation of a black hole can generate gravitational waves. Matter that is falling into a Black Hole can be compressed, heat up, and generate X-rays or gamma rays. If a star gets near a black hole, it can be torn up and the matter from the star will fall down the hole.

swbarnes2 you said it, perhaps I add the common theory, which I subscribe to, that matter been swallowed, leaving there entire genetic imprint on ( the rim if we want to call it that )
