Since your concern is your lower body, use the pear shape dressing rules.

1. Avoid low rise jeans, try styles that sit just below your waist (belly button).
2. Slightly flared or boot cut jeans look better than tapered and skinny.
3. A line and fuller skirts can help hide a larger bottom. Pencil skirts tend to emphasis it.
4. If you aren't too large in the bust, try an empire waist to draw the attention up. It should sit right under your bust line, so if it doesn't, try either the next size up or put it back on the rack.
5. Jackets should be tapered, boxy jackets add bulk, they don't hide it.
6. The bottom of your jackets should stop below your hips. Above or on your hips will make them look wider.
7. Wear brighter colors on top and darker on bottom.
8. Avoid pleats or any type of folds around your bottom half. Runched and broomstick skirts fall in this category too.
9. Get some good shape wear. No one will ever know that you are wearing it, and it can take inches and pounds off your appearance.
10. Since you like your legs, try an above the knee length A-line skirts to hide the hips and butt but still show off the lower shapely part of your legs. It should gently graze the top of your knee when you stand still, and swing gently as you walk.

Make sure that you try clothing on before you buy. Just because something looks good on the hanger doesn't mean it will look good on you. Learn by trial and error what looks good on you. Then when you go shopping or try to pick it out at home, the guesswork is gone.

Try wearing flare jeans, the flare will minimize the size of you hips and butt. Also, get jeans or clothes with big pockets on the butt, they make the illusion that the butt is smaller than it really is. If all else fails wear bright colorful shirts that might draw the attention away from your hips and butt! Good Luck!

Try wearing tops that are "snug" not tight around your breasts and that kind of flare out a little at your waist. As for pants I read somewhere that flared legs have a slimming effect on the waist and hip area. Also, darker colors are a good choice. You can always jazz an outfit up w/ nice accessories and handbags.

Try pants that are relaxed in through the hip, most stores carry styles now with different pant structures. Always go boot cut or wide leg as it will balance out your hips. Try button down blouses and wear them untucked. Make sure they are fitted and not boxy. Be sure to buy clothes that fit and are not oversized as they will make you look heavier than you are. A-line shirts with empire waists. A-line skirts and dresses are slimming as well.
Wear heels as opposed to flats, they lift you up and make you leg longer.
