You dont format from the bios menu to begin with! You boot from a cd or floppy! You havent provided what op sys you want to install! More details for an answer?

The BIOS is used to customize how you want your computer devices setup. Here, you can also customize your boot device priority.

But you can't or should I say should not format (real term is: flash) your BIOS. If the CMOS is resetted improperly, this will cause your PC not to start anymore. So at all cost, avoid messing with the BIOS, or avoid flashing it if you do not know what you're doing.

To format your PC, you must either boot from a diskette, a USB flash drive, or a bootable CD.

in old motherboard you have access to LOW LEVEL format for a HDD
but in new motherboard you cannot format HDD anymore.

to format a HDD you (and without DOS) you can use Windows XP cd (should be bootable).

goto BIOS, set priority boot of the CD-ROM to the first.
Insert Windows XP CD and boot with it
after Pressing Enter and starting a new install (don't goto repair sections) you see available partitions of you HDD.
to format a partition, first delete it by press D and then create it again!

Once upon a time, ancient BIOS could perform low level formats on HDs, but not anymore.

You cannot format your computer through BIOS.
