I think that having no hot water may be a health code violation. I would start calling your county or city health department and tell them your story. They can either help you or point you to some regulatory agency who can. You have rights as a tenant - consult your lease and keep after the management. If they can't repair the boiler then you will need to have a hot water heater installed in your apartment today. Be firm and threaten legal action if the issue is not resolved immediately.

i am sure you have already paid September's rent - for October, notify your landlord that you are going to put it in escrow until the problem is resolved. document everything, starting from today & working your way back!
pay your rent to the court - escrow department - do not be late
i would also suggest you call legal aid or if you live in a big city, you should have a section at the courthouse for landlord/tenant issues.

Call the local Housing Authority. They will issue warnings and keep a check on it until the landlord fixes the problem. Also, call the local news.

5 days is an unreasonable amount of time. I don't know exactly what your contract says, but i'd bet that no hot water for 5 days means the landlord isn't fulfilling his part of the contract. I'm not sure who to contact, but maybe someone will know.

It all depends on the rental laws of your state. In California, you would have the right to withhold your rent until the problem was fixed. You would have to research for your state.

i exploit warm water for tub. And for drink, relies upon what i'm ingesting. For coffee and tea, its warm water, for chilly drink, this is chilly water with ice. For ingesting undeniable water this is ordinary water, (independent).
