Worst? regarding?
I think one of the worsts would be Juarez because of all those horrible murders against women.
But what exactly you want to know, the worst in smog, traffic. poverty, corruption, infrastructure. services?

We have beautiful cities, grate states, actual and modern towns, as well as terrible places. As you do in your country, don't you?
Mexico city is a Beautiful city, because of all the history you can find every where, the colonial buildings, the over 100 museums, it is called the city of the palaces.
They have dozens of theaters, the subway is one of the bests.
The worst about this city is that it is over crowded and the smog, but it is indeed a wonderful place.
And it is not half as violent as New York city...

Mexico City by far. It has the most violence out of all the cities in Mexico, and it is overcrowded.
