The ruling was made due to safety reasons. In the east coast during winters the snow is white (unless someone pees in it) hmmm I can sense a follow up question) anyway if you wear white you could get lost in the snow banks. SO it is highly encouraged that people wear loud tight biking clothing..

That is a very old rule and many still live by it. No white shoes or a total white outfit after labor day. The reason is because white is a spring color. Should be only worn in the summer and spring.

The most plausible explanation I have encountered for this rule is based on the weather. The color white reflects the sun and therefore makes the person wearing it cooler. That is not a good idea for cold winters; however, in the summer no one wants to be hot. Many people seem to think that the "no white" rule is drastic.
I never follow it

It has to do with the un-official end of summer. No white before Memorial Day or after Labor Day.
At my first professional job the company had a dress code policy for the employees. Men were required to wear long sleeve shirts and a tie with casuals or a business suit. Women had to wear a blouse that buttoned up to the collar and business slacks. During summer, between Memorial Day and Labor Day, men could wear short sleeve or golf shirts and women could could undo the top button on their blouse (as long as no cleavage was exposed) and wear a skirt that extended below the knees. In 1992 they adopted casual Fridays where we could wear jeans and no tie.

That never made any sense to me. I"m wearing a pink top and the whitest skirt I've ever seen. My only problem is I'm scared to freakin move cause I don't want to get the damn thing dirty. But as for the rule, whatever. It's too cute not to wear especially since I live in the south and it's 10 degrees above hot as hell down here!

It's just a common rule-ish fashion statement.
No, I don't follow it, I live in south Florida so I don't have to.
They say this because it's officially the beginning of fall and it's hard to wear something white when there's rain and cold and snow, it's hard to keep your outfit clean if it's white.

I have on white sandals. It's a silly fashion rule made to be broken.
