You can certainly sign up for a dial-up account in another country to get cheap internet access while there. The first thing to try, however, is see if your current provider offers overseas dial-up numbers for you to connect to.

If they don't, you can certainly sign up for a foreign ISP, but consider that often times there is a term commitment (usually a year) for such things, so read the fine print carefully.

Another option might be to sign up for an AOL free trial, if you're going to be using this account for less than 30 days. They have dial-in numbers all over the world, I believe with no additioal fee. The only downside there is cancelling it- both remembering to cancel it and actually getting AOL to cancel the account, which they resist heavily.

It is would require them to run a cable of some kind from their country to your home, it does not seem like it could possibly be cheaper. Miles of cable, miles more of red tape...

Is it possible? Probably. It is practical or reasonable. No.

Yes you can. You'd get a dialup account and use long distance. Expensive? You figure it out.
