Well, it depends on how you classify best.
Me, personally, I would put the top 5 with
Mark Martin
Dale Jr
Martin Truex Jr
Kevin Harvick
Sam Ard (1983-1984)
Jack Ingram (1982, 1985)
Larry Pearson (1986-1987)
Randy LaJoie (1996-1997)
all won 2 championships and the 4 above the Jr's are the only ones to do that, and sure Harvick is good, but Martin Truex and Dale Jr did theirs as a focus on Busch and weren't Buschwhackers for their championships..

Jack Ingram
Sam Ard
Tommy Houston
Tommy Ellis
Mark Martin
Other than Mark Martin, who has the most victories, these guys were racing the Busch Series long before it was in the limelight like it is today. These guys were racing because they truly loved the sport and were great ambassadors for the Busch Series.
