No question is dumb but some answers can be.
Having said that I hope your Q? was genuine curiosity and you did not know its use, you were not asking to get reactions.
I have read all the answers so far. Most of them have answered in good faith. Some have grilled you over and some have pocked fun at you.
Some people learn by experience some never learn. Some learn the easy way some learn the hard way.
Keep asking honest questions. Getting an correct answer is the easiest way to learn.
Some answers were more graphic, but they have answered the best way they know, and am willing to take my hat of to them.
Here is my answer:
Women use this item during their period and the instructions for use is on the container. It can be found in most store in USA and world over in place where they keep feminine hygiene items.

Finally, a man who's willing to know the one-month-agony every women faces.
It's basically a material stuffed in a bullet shaped plastic container. That container holds the material that will be inserted in the vagina. When the bullet shaped container is within the vagina...there's another stick looking object, which is linked to the bullet shaped container, that the woman will push on to insert the stuffed material.
That material will suck up the menstrual blood. Women prefer using this method instead of the pad because the pad becomes quite uncomfortable after...hum...2 hours. Especially the women with heavy flow. It makes women less grouchy...well, the ones who can use properly that is.

If you are a guy and don't know about this, and apparently do not have a need for it...why would you ask the question? What exactly is your intentions, for such a question? It is not really so much about what people say or ask...but rather their motives or intentions behind what they say or ask that reveals ones character. You decide.

It is inserted into the vagina by pushing the bottom piece into the top. The opening of the top of the tampon can't be lifted or open, it would cause pain. It has to be inserted correctly or it may not go in all of the way.
