HTML can be created simply using windows notpad. It is a text based web design process that is the foundation for other technologies, such as Cascading Style Sheets and java script.
Flash websites use a program from Adobe that creates websites using its own Actionscript coding and vector graphics. While is is a very powerful and (excuse the pun) Flashy technology, it does not tend to do well with search engines.
In design, it is always a good idea to use Flash as a compliment rather than an entire soltuion.

html is based on text code, flashing is all graphical animation
