Hello!
I'm trying to find out about a loan programm that 5/3 bank (probably) have. This programm allows refugees to buy a house without any down payment and with NO credit score or very low. Plus it doesn't matter what income they have.

I'm talking about asylees who are official granted to live in the USA permanently by INS.

to Borrow you have to have certain amount of Income unless some form of housing grants are giving by local government or charity

There is no such thing. I've done loans for political asylumees before and they still need a valid green card and income. With no credit score they'll need at least 3% to 5% down payment.
