You should look in the newspaper, but most likely if you buy a horse that cheap may be really old or sick. You should always go to look at the horse and ride it before you buy it. Good luck on your search!

You can easily find horses for that price, even free, but there is almost always a reason for it.

Reason #1: It's old and can only be a pasture ornament/no riding or it can only have limited riding.
Reason #2: It's uncontrollable and you'd be crazy to even attempt to ride it.
Reason #3: It has a disease which will require major medical treatment.
Reason #4: Is down right mean and aggressive due to ill treatment and abuse.
Reason #5: Unbroke/untrained, which if you are experienced then you can get a good deal for a quality horse since you can train it. Beginners can not train a horse.

Sometimes you can come across a sweet deal with a great horse that is exactly what you are looking for at the price you want. These are few and far between, however, so always get a vet check to make sure you aren't being taken advantage of.

Buying a horse that cheap probably isn't a good idea unless you've been dealing specifically with horses for a number of years and know what to look for. Many horses are sold that cheap because of medical or behavioral problems. Or their bloodlines are questionable, which means their parents could have been ill at some point. In the long run, they are more expensive because of the vet and farrier bills, not to mention the dough you might have to throw out for a trainer.

Horses can be that cheap, its just that it is rare. I got my young, broke gelding for free, and my pony, and my two older horses for free. I then got my two pregnant, very well broke, young mares for $450.00 a piece. great deals like that dont happen very often though. free horses sometimes do have problems though. www.equine.com has a free horse section.
