Some refrigerators dispense water at room temperature and some chill it first. My fridge has a coil of plastic tubing inside so the water comes out cold.

All the other answers are incorrect. I have a new Frigidaire side by side and it specifically stated in the owners manual that the water dispensed is at room temperature and that ice should be added to make it cold. The benefit to having it come from the newer fridges is that they have filters. Check your manual or go to the web site but I would be willing to bet its the same as mine.

The water in my refrigerator at home is always refrigerator-temperature, but I guess a different model might be different... I think it should be cold though.

No the water shoud be cold. Do you have it hooked up to the cold or the hot water line? Set your temp on your frig higher
