Some say that Jasper Fforde's Tuesday Next series is like Harry Potter for grown-ups - I, personally, do not agree.
But some time ago I read an old book (written long before Harry Potter) by Joan Aiken - The Shadow Guests - and the writing style and in a way the story reminded me very much of J.K. Rowling:

Perhaps you've heard of the Artemis Fowl series by Eoin Colfer? I haven't read them myself, but one of my cousins that is a big Harry Potter fan also raves about Artemis Fowl. He also really loved the Redwall series by Brian Jacques.

The Earthsea Trilogy by Ursula K. Le Guin is pre-Potter and very good.
