If you are defining "having a brain" as intelligence or academic knowledge the answer is no. Smart has to do with making the best decision for any given situation. There are people I know that would not be considered bright but can handle situations better than those who consider themselves quite intelligent. However, there are those that are intelligent who are not smart at all. For example, I knew this guy who was a serious alcoholic that lived in a filthy apartment and urinated on himself from time to time. This guy gave someone some very good advice. This someone was angry at their significant other and went over the alcoholic's house to wait for them to come home (they lived across the street from the alcoholic) to do them great physical harm. The significant other had walked out on them and their newborn child and was planning to marry another woman. The alcoholic talked this person out of doing this and told the story of how he had grown up in a violent home and that violence wasn't the right thing to do. He told this person that even though it hurt it was best to let it go. The advice was definately unexpected coming from this man who occaissionally urinated on himself and left his family because of his addiction. Did he have a brain? In most people's eyes - No. Was he smart? Yes! Why? He knew he was messed up and didn't want to embarrass his children so he didn't come around even though he knew they would do anything for him. He was also able to share his experience with someone else and encourage them not to make a tragic mistake they would pay for the rest of their lives. He ended up dying one hot summer. I will never forget the advice he gave me that day and I have been to college and always did well in school.

Let's just say having a neuron network helps. But if you don't have one, don't worry. You can still grow up to be president of the U.S. Har har.

P.S., in case you were confused by the previous answerer, a "smart eighter" is smarter than a "smart sevener" but not as smart as a "smart niner." Hope that clears that up.

Technically speaking, the Scarecrow didn't have a brain. The Wizard gave him an advanced degree, and he was instantly able to complete the Pythagorean Theorem. Is it smarts? Must be, the Wizard has no reason to lie.

Speaking in strictly human terms, "intelligence" is defined as the ability to think in abstract thought. You need a brain to think. As such, yes.

Intelligence comes in many forms does'nt nesessarily mean you have to have a University degree to be smart,there are many smart people it is in how you apply what knowledge you do have.being smart is being concious helps in this!
