depending on the size of your city/metropolitan area, you may have something like washington state (see link below).
try looking up your state.gov website, then look for transportation or police or other departments to see if they have webcams.

Just go directly to their website, or (but not likely you'd be able to see it) I know it's on dish network. I'd contact your local cable/satellite co. and/or cctv & their affiliates.
