A local deli or small grocery store might hire a 14 year old as a stockboy. If you are younger than that then you do not have many options. If you want a paper route call your local paper and ask how you could get one.

Bicycle courier? Delivering packages etc. Find the drop off point for like USA today or the like and alk to the manager to do like one building a day assuming its within reasonable amount of distance.
