I live in New York State and want to know if I have a right to get copies of my reviews from the HR manager.

You might not have a right to a copy. The laws about this seem to vary greatly. By your reviews, do you mean your evaluations? The rules may be different depending upon exactly what you mean. The rules may also vary employer to employer within the limits of the state law.

In places I have worked (not New York) the employee has a right to look at their personnel file. Sometimes the rule was that in order to get a copy of anything in the file the request had to be made in writing and management would determine whether the request would be granted. Sometimes collective agreements determined what was possible.

Can you talk to a union representative if you were a union employee? Otherwise your best bet might be to ask a lawyer.

Here is some information about a few states, but I wasn't able to find NY specifically. I hope this is of some help.

Sure you can ask but your personnel file is the property of your previous employer and I can't imagine they'd give it to you. Think about it from their point of view, what benefit do they have in giving it to you? You may find out that certain people who are still employed there gave you poor evaluations.
