Sometimes dialers will set a new dialup connection when they can't find a default one. Don't let it install. You've probably picked up a dialer of some kind, if you aren't installing new ISP software(AOL, Netzero...) that would need a new dialup connection.

Intall and run those, and also install Spyware Blaster:
http://www.javacoolsoftware.com/spywareblaster.html and keep it updated to help keep this from happening again.

*EDIT to answer the secondary question... I would run all the spyware killers first to get rid of whatever's installing it, or it will just keep putting it back. Then yes, remove it from device manager.
