They are trying to "ban" it because it's hard to control. Money crossing borders and protecting gamblers from themselves. As mentioned, being able to tax "vices" is a piece of that too - it's kind of interstate, international commerce.

Its hard to tax. If the government cannot make money off of something considered a 'vice', then they make it illegal.
