Families should register early in order to qualify. Also, many agencies share lists- so everyone gets something for Christmas.
In the town where I work, agencies cooperate with each other. They try to make sure families get a fair share of gifts at Christmastime. Some families try to get on multiple lists hoping for more gifts, etc.

Are you looking for gifts for needy children, I do not know exactly your question, thier are many services, community services, salvation army, and many churches participate in samaritans purse, that send Christmas boxes all over the world to needy children, look into these, I don't know web-sites do this.
