Check modem drivers..Check IRQ....Check BIOS setup...check the dial up options....check firewall if U got one setup. if this does not work...reinstall the OS.
Good luck.

I had similar problems after reformatting Check your event logs to see the precise errors occuring on ur pc. I ended doing a disk scan as part of my hard drive had errors on it. It remapped the disk to avoid the bad patch and everything is running fine now. Try these links it might explain it better and in more detail than I have. Hope this helps as it did me. My updates where unable to get done due the file on the disk been on a bad part. My PC knew where to look but the files where corrupted. Until I ran disk error check. It resloved alot of problems for me and also allowed me to scan with an Anti spyware program that kept getting stuck on the bad patch for the first time.

First thing I would do is get Memtest and run it for awhile. I had things going to hell on me, files getting corrupt, bad dvd-r burns, programs crashing, refusing to finish installing.

I ran memtest and instantly started getting errors. I removed one of my 2 512 mb sticks and it the test was clean. Swapped to the other (the one that was at this point obviously trash) and the system wouldn't even finish booting.

Version 3.2, free version is the one I use.

Their new one is 3.4, but it's the same program I use. Just run it in windows and let it go for a few hours (testing all available ram) or overnight is even better.

Do you have a drivers disk you need to install with the pc? If you have only just formatted it, that seems like the most likely issue with it

I 100% agree with Renegade the first post that would be the most likely solution
