You can get married. If you are an illigeal alien however there is paperwork involved. If you have a residential alien card you can get married. If you are a tax paying citizen then you shouldn't have any problem. You should contact your local court system to get a hold of you marriage office.

if your don't have a social security number you are most likely in this country as an illegal. Since the early 1980's it is a federal that all persons born in the country must get security numbers. This is also required for your parents to claim you for income taxes.
Last you don't need social security numbers to get married.
But you better get in gear and get one or they just might kick you out of the country or send you to jail.
