Most probably there is a program that's still using one or more of the files on the flash disk. To find out which program is doing that and stop it, you can use Unlocker: http://ccollomb.free.fr/unlocker/
Install the program and if the flash disk can't be safely removed next time you use it, just open it, highlight all the items inside, right click on them and choose "Unlocker". This should enable you to see what programs are still using them and terminate these programs....Hope this helps...

Click on My Computer, then right-click on the USB Device, then click on Eject. That should enable safe removal.

Make sure that all the programs, pictures, whatever you had opened on the flash drive are closed, then try again.

Its not a virus. It is a common problem with plug and play devices. My WD external hard drive does this alot.
