????????????????, sorry I don't know the answer. Mary Jane is illegal in some other countries along with cuban cigars and prostitution, so both of these don't fit your answer. These three are the most common to my belief that is legal in "most" countries, but illegal in the U.S.
The only answer I can say is nothing, however it's a guess. Because I don't know anything that fits into your question.
A: illegal in the U.S.
B: Legal in all other countries.
If A is true and B is false then it is a false
statement.
alcohol under 21 is a good answer, probably the best, however there are countries where alcohol is illegal to all including under 21.

Umm...what countries? Each country has their own laws regarding legal and illegal goods. So, pot and prostitution is illegal in the US, but not in Holland, well Amsterdam. Cuban cigars in the US, but not in Canada. Flying to Cuba from the US, but not from Canada. Having more than one wife in Canada, but not in some Arab countries. I could go on...
