The unit of time is the duration of exactly 9 192 631 770 periods of the radiation corresponding to the transition between two hyperfine levels of the ground state of the caesium-133 atom at a temperature of 0 K. Defined by: 13th CGPM (1967-1968) Resolution 1, CR 103. And it is flexible but I don't see radiation speeding up at all.

Time is not speeding up,it has to do with how you conceive time...when your on a computer surfing the web time seems to go faster cause your thinking faster and doing what you want your mind to do like feeding it...Now go camping without any technology i.e. cell phones,computers etc, time will seem to slow down cause your mind isn't thinking as fast...Your sitting in a class room during a boring class...what does time do?...Seems to slow down because your brain has no interest in whats being taught
