I imagine that Einstein wrote important letters to both Truman and Eisenhower. I doubt that he wrote to Hitler.

However, I believe that the answer you want is A. Einstein wrote to Roosevelt telling him that it was important to start working on the atomic bomb. Ironically, he wrote another letter warning Roosevelt not to use the bomb. It remained unopened on his desk when he died.

Interestingly, Einstein's last public work was in taking a major role iin the Russell-Einstein Manifesto calling for total nuclear disarmament.

Franklin Roosevelt on Aug 2, 1939. Albert said, "the element uranium may be turned into a new and important source of energy in the immediate future" and that the use of it will lead to "extremely powerful bombs of a new type."

Twelve scientists did write a letter to Truman six years later and tried to warn him that if the US used the bomb on Japan we, "must bear the responsibility of opening the door to an era of devastation on an unimaginable scale."
