how do they get the non-stick coating to stick to the pan?

The metal is etched first to provide a key for the PTFE to adhere to.

When they apply the non-stick coating the pan is rough, so the coating sticks to that.

It doesnt. Everytime I stir anything with my rusty spoon, it scrapes off.
