First thing to do is decide if you want your own domain name (www.yourname.com) or fee a dubdomain name ( usually free, like www.theirname.yours.com). If you want your own name, you have to buy hosting and a domain name. Try http://.afmu.com, they offer several hosting packages and when you buy one you buy the domain name at the same time. If you want a free option try http://freewebs.com http://150.com.

Then, you need to build your site, do you know html? If not, I suggest you learn it, if you build your site from scratch and hand code it, the code is alot simpler and search bots love it. If you want to do this, learn html here http://w3schools.com then learn css from the same site, then you can build a basic site using notepad or one of the purpose built html editors like http://htmlkit.com while doing this I suggest learning JavaScript from http://w3schools.com to add interactivity to your site.

If you don't want to learn html, you can use a WYSIWYG editor, http://freewebs.com do one to build your site for yo, wysiwyg is a "drag and drop" program, there are hundreds out there. Just drag the element you want onto the page and poition it. If you want to be a professional designer though, I erge you to learn html, css and javascript, and then go and learn more. It is more professional and you know EXACTLY what each thing does and you can change it how you want.

When you have built your site, you have to upload it, many hosts offer a browser upload or ftp (file transfer protocool) for more instructions, look at your hosts site.

This is the basics, go to your local libary and pick up a book on the subject, there are many and will give you a better lesson than anyone here can.

buy a cheap domain from somewhere like 123 registrations, sign up for either a free host that will host your domain or buy some space - 123 reg offer this too for cheap, then upload all your files using wsftp pro. You can use frontpage, dreamweaver, flash and many other programs to design and even upload directly to your site. Its simple really but you might need to scan through a few tutorials first.

It really depends on what kind of web-site you want to establish and if you are willing to pay for services. VodaHost is a web master program that helps you design a layout, but I think there is a fee for the services. I'm not sure about any free programs out there though
