Ridin Dirty means that the Police or even his enemies always try to catch him with his drugs or whatever he is transporting in his car. Like they want him to get caught and go to jail or get robbed or something bogus like that!

Oh forgot to answer the question. Ignore what the others wrote. The real scoop is that he is in Beverly Hills CA where they have strict standards for car cleanliness. The police are constantly trying to ticket people for driving unwashed cars. Or as he says in the song "ridin' dirty."

its just saying the cops are racial profiling him...following him around because hes black waiting for him to do something wrong (in his car) often riding dirty is connected with drug use and dealing.
its a problem that is often complained about in urban centres because of the stereotype that people with dark skin are more likely to commit crimes.
