Mass moving at the speed of light is no longer a mass. It converts into radiation. I expect the question you pose is due to the nature of our universe, and mass within it forming "curved time". It's all conjecture at this point in time. Are speed values isostatic due to equal density of our universe, or not? The answer is to vast to understand.

As to the reason why it is stated that mass becomes electromagnetic energy, http://360.yahoo.com/noddarc there is a short writing "The Problem and Repair of Relativity" that explains why this happens.
