My nephews were in a similar situation and my mom called to report everything that was going on. On the first call, they did go and investigate but found it was best to leave the kids with their mom & her boyfriend. A couple of months later she called again - this time when they went to investigate - they found it was necessary to remove the children and place them in foster care. In the end, the ended up being returned to their mom - after a year - and nothing has changed ... .but at least they got to live a normal life for a year.
